Ráiteas Sábháilteachta

Tá sé mar pholasaí ag Coláiste Ailigh timpeallacht oibre slán sábháilte a chur ar fáil dá chuid fostaithe uile, timpeallacht teagaisc agus foghlamtha slán sabháilte agus ár gcuid dualgas a chomhlíonadh do dhaltaí, baill foirne agus cuairteoirí. Aithníonn an Coláiste a ról le sábháileacht, sláinte agus leas gach duine atá fostaithe san eagraíocht agus iad siúd a bhfuil tionchar an ionaid oibre orthu a chosaint. Táimid tiomanta le córais agus modhanna oibre sábháilte a chur ib hfeidhm le sábháilteacht, sláinte agus leas gach duine a chinntiú.

Tuigeann údaráis na scoile a n-oibleagáidí dlíthiúla agus a dtiomantas leis an Acht um Shábháilteacht, Sláinte agus Leas ag an Obair, 2007 a chomhlíonadh, chomh maith le reachtaíocht ar bith eile ar nós Rialachán Feidhmiúcháin Ghinearálta 1993 nó mar atá riachtanach faoi dhlí an AE.

Aithníonn an Coláiste lena oibleagáidí go bhfuil na nithe seo a leanas le soláthar:

· Ionad oibre sábháilte

· Córais oibre shábháilte

· An fhaisnéis agus an oiliúint chuí leis an tsábháilteacht a chinntiú

· Pleananna éigeandála a ullmhú agus athbhreithniú a dhéanamh orthu

· Áiseanna sláinteachais de réir mar is cuí

Beidh rath an pholasaí seo ag brath ar chomhoibriú na foirne uile. Dá bhrí sin tá sé tábhachtach go mbeifeá eolach ar gach réimse den Ráiteas Sábháilteachta. Ba chóir duit deimhin a dhéanamh de go dtuigeann tú an ról atá agat agus na socruithe atá déanta ar an iomlán do shláinte agus sábháilteacht sa scoil agus i do roinn féin. Ba chóir duit a bheith ar an eolas freisin go bhfuil dualgas ort cúram a thabhairt do do chuid sábháilteachta féin agus dóibh siúd a d’fhéadfadh tionchar a bheith orthu le do ghníomhartha.

Tiomantas an Choláiste

Chun sábháilteacht, sláinte agus leas na bhfostaithe, foirne, daltaí, cuairteoirí agus conraitheoirí a dhaingniú, déanfaidh údaráis na scoile na nithe seo a leanas:

· Tabharfar faoi mheasúnuithe riosca, aimseofar na guaiseacha agus ullmhófar ráiteas sábháilteachta, an prionsabal um chosc á chur san áireamh

· Beidh an bhainistíocht go hiomlán ar an eolas maidir le ráiteas sábháilteachta na heagraíochta agus cinnteoidh siad go bhfuil na fostaithe uile ar an eolas faoi cad atá ann agus faoi leasuithe a dhéantar ina dhiaidh sin

· Cuirfear na fostaithe ar an eolas maidir leis na guaiseacha agus rioscaí atá aimsithe, na bearta sábháilteachta cosanta agus coisctheacha, agus ainmneacha na bhfostaithe ceaptha atá ionadaíoch do na próisis shláinte agus sábháilteachta

· Eagrófar modhanna agus córais le gníomhaíochtaí oibre a bhainistiú agus a stiúradh le sláinte agus sábháilteacht na bhfostaithe a chinntiú, chomh fada agus is féidir

· A chinntiú go bhfuil bealaí teacht isteach chuig an ionad oibre agus dul amach as atá sábháilte, agus dícheall a dhéanamh de lena chinntiú go bhfuil an trealamh agus an áis sábháilte agus gan a bheith mar riosca don tsláinte

· Cosc a chur ar bhéasa nó iompar míchuí a d’fhéadfadh sláinte agus sábháilteacht na bhfostaithe a chur i mbaol, chomh fada agus is féidir

· Ní bhrisfear fostaí as a p(h)ost ná ní chuirfear pionós air/uirthi toisc gur chomhlíon sé/sí nó gur bhain siad úsáid as a c(h)earta faoi na forálacha reachtúla sláinte agus sábháilteachta

· Dochtúir Comhairleach a cheapadh le monatóireacht mhíochaine leanúnach, scrúduithe míochaine réamhfhostaíochta, agus tarchuir má tharlaíonn timpiste, a chur ar fáil

· Coiste Sábháilteachta ar a mbeidh ionadaithe sábháilteachta agus Oifigeach Sábháilteachta.

· Tiocfaidh an coiste seo le chéile le hathbhreithniú a dhéanamh ar na ceisteanna sábháilteachta agus timpistí/teagmhais dhainséaracha chun a chinntiú go gcomhlíontar an ráiteas sábháilteachta agus an reachtaíocht chuí

· Faisnéis agus treoracha scríofa a chur ar fáil maidir le sábháilteacht dóiteáin san áitreabh lena chinntiú go bhfuil fostaithe ar an eolas faoi na gníomhartha atá le déanamh i gcás éigeandála

· A chinntiú go bhfuil trealamh cosanta dóiteáin a ndéantar cothabháil cheart air ar fáil agus go gcoinnítear na bealaí éalaithe saor

· Boscaí garchabhrach a chur ar fáil agus a chothabháil ar an áitreabh

· A chinntiú go bhfaigheann na fostaithe uile dóthain oiliúna agus teagaisc shábháilteachta de réir an taisc a dhéantar

· Breathnófar ar léiriú ar bith i dtaobh sláinte agus sábháilteachta ó fhostaí ar bith agus tabharfar tacaíocht dó

· Na hacmhainní riachtanacha a thiomnú le sábháilteacht, sláinte agus leas a fhostaithe agus cuairteoirí ar an áitreabh a chinntiú, chomh fada agus is féidir le réasún.

· Comhoibriú agus teagmháil a dhéanamh le fostaithe eile a chomhroinneann an t-ionad oibre i ndáil le cúrsaí sláinte agus sábháilteachta a chomhlíonadh.

· Cuirfear an fhaisnéis sláinte agus sábháilteachta chuí ar fáil d’fhostóir eile má tá fostaithe aige/aici sa scoil.

· Déanfar timpistí agus teagmhais dhainséaracha a thuairisciú chuig an Údarás Sláinte agus Sábháilteachta agus chuig an nGníomhaireacht um Éilimh ar an Stát Déanfaidh an bhainistíocht agus an Coiste Sábháilteachta athbhreithniú ar an Ráiteas Sábháilteachta agus athrófar é de réir mar is cuí.

Go bunúsach tá an bhainistíocht freagrach as an ráiteas sábháilteachta a chomhlíonadh, agus tabharfar tacaíocht di leis seo trí iniúchtaí, iniúchtaí ar sheomraí ar leith san áireamh, a dhéanfaidh foireann na scoile agus déanfar measúnú ar thuairiscí ar thimpistí agus ar staitisticí.

Iniúchadh Seomra

Aithníonn údaráis an Choláiste an tábhacht le comhoibriú iomlán a fháil ó na baill foirne uile lena chinntiú go gcoinnítear na caighdeáin shábháilteachta is airde san ionad oibre. Mar chuid den phróiseas leanúnach seo, déanfar Iniúchadh Seomra go rialta. Agus an fhoirm chuí curtha ar ais tabharfaidh bainistíocht na scoile faoi ghníomhú de réir mar is gá.

Garchabhair

Rinne Coláiste Ailigh oiliúint líon foirne sa Gharchabhair a éascú de réir éilimh na reachtaíochta. Ba chóir don fhoireann aithne a chur ar an bhfoireann atá cáilithe sa Gharchabhair agus a bheith ar an eolas faoi na háiteanna ina bhfuil na boscaí Garchabhrach.

Tá mionsonraí na foirne Garchabhrach uile ar taispeáint go poiblí sa seomra foirne. Tá dífhibrileoir lonnaithe in Oifig an Rúnaí agus tá mionsonraí na n-úsáideoirí/mball foirne ceaptha lonnaithe sa seomra foirne.

Chomh maith le ceisteanna maidir le Sláinte, Sábháilteacht agus Leas, spreagtar an fhoireann le próiseas an iniúchta sheomra a úsáid le cur in iúl don Phríomhoide má tá riachtanais ar bith nó acmhainní de dhíth le feabhas a chur ar an atmaisféar agus ar an teagasc agus an fhoghlaim sa seomra ranga.

An Fhoireann Garchabhrach

Tá an traenáil cuí déanta ag triúr mar chuid den Fhoireann Garchabhrach agus déantar chuile iarracht go mbeadh siad ar fáil más gá.

Comhoibriú na bhFostaithe

Tá ríthábhacht ag baint le comhoibriú na bhfostaithe i ndáil le cúrsaí a bhaineann le Sábháilteacht, Sláinte agus Leas chun polasaí Sláinte agus Sábháilteachta a bheith ann.

Tá dualgas ar gach fostaí:

· Cúram réasúnta a thabhairt dá s(h)ábháilteacht, sláinte agus leas féin, agus de dhuine ar bith eile a d’fhéadfadh a bheith faoi thionchar a g(h)níomhartha nó faillíocha agus é/í ag obair

· Comhoibriú a dhéanamh le húdaráis na scoile agus le duine ar bith eile sa mhéid agus go mbeidh na húdaráis nó an duine eile in ann ceann ar bith de na forálacha reachtúla cuí a chomhlíonadh

· A chinntiú nach bhfuil sé/sí faoi bhrí meiscigh chun dochar a dhéanamh dá s(h)láinte féin nó sláinte duine ar bith eile, agus a bheith toilteanach aon tástálacha feiliúnacha agus réasúnta a dhéanamh le haghaidh meisceach de réir mar a bhíonn de dhíth ar an eagraíocht

· Tabhairt faoi mheasúnú le liachleachtóir le folláine an fhostaí a fhionnadh i ndáil le gníomhaíochtaí oibre a dhéanamh. Má thagann fostaí ar an eolas go bhfuil sé/sí ag fulaingt de bharr tinneas nó máchail fhisiceach nó intinne ar bith a d’fhéadfadh an fostaí nó fostaithe eile a chur i mbaol ó thaobh sláinte agus sábháilteachta de, le linn gníomhaíochtaí oibre a dhéanamh, ba chóir don fhostaí an bhainistíocht nó an liachleachtóir atá ainmnithe ag an mbainistíocht a chur ar an eolas faoi láithreach (agus nach mór dó/di a chur in iúl don fhostóir ansin). Feidhmeoidh an bhainistíocht ansin lena chinntiú go gcloítear leis an reachtaíocht shábháilteachta

· Gan é/í féin a iompar go míchuí ná ar shlí ar bith eile a d’fhéadfadh a s(h)ábháilteacht féin nó sábháilteacht duine ar bith eile a chur i gcontúirt

· Freastal ar oiliúint a d’fhéadfadh a bheith de dhíth le comhlíonadh reachtaíochta sláinte agus sábháilteachta a chinntiú

· Cloí le modhanna ardaithe sábháilte agus úsáid a bhaint as trealamh cosanta pearsanta ar bith, lena n-áirítear fearais, trealamh nó bealaí nó rud ar bith eile a chuirtear ar fáil le sábháilteacht, sláinte agus leas ag an obair a dhaingniú, i mbealach leis an gcosaint atá beartaithe a chur ar fáil

· Tuairisciú a dhéanamh chuig an Oifigeach Sábháilteachta gan aon mhoill mhíréasúnta, maidir le máchailí ar bith sa trealamh, san ionad oibre nó i gcóras oibre, nó maidir le sárú ar bith eile sna forálacha reachtúla a d’fhéadfadh sábháilteacht, sláinte agus leas rud éigin a bhfuil tú eolach faoi, a chur i gcontúirt.

· Gan cur isteach ar ná mí-úsáid a bhaint as fearas ná éadaí cosanta ná áis a chuirtear ar fáil le sábháilteacht, sláinte agus leas a dhaingniú

· A bheith eolach faoin duine atá freagrach as sábháilteacht, sláinte agus leas ar an áitreabh

· Cúram a bheith air/uirthi an t-ionad oibre a choinneáil sábháilte, glan agus folláin dá t(h)airbhe féin agus dá c(h)omhghleacaithe, daltaí, cuairteoirí agus conraitheoirí, trí úsáid cheart a bhaint as na limistéir agus as na háiseanna oibre, lena n-áirítear na leithris, cistineacha etc.

· An ardbhainistíocht a chur ar an eolas láithreach má bhíonn gortú ar bith ann is cuma cé chomh mion agus atá sé. Ní mór tuairisc timpiste a chomhlánú agus a chur ar ais chuig an oifigeach sábháilteachta laistigh de 24 uair an chloig. Tá dualgas ar fhostaithe an ardbhainistíocht a chur ar an eolas freisin maidir le guais nó teagmhas ar bith (cibé acu gléas nó duine/daoine ar leith agus iompar dainséarach ar siúl a d’fhéadfadh cur isteach ar a s(h)láinte nó sábháilteacht féin nó sláinte agus sábháilteacht duine ar bith eile. Feidhmeoidh an tOifigeach Sábháilteachta i dtaca leis an bhfaisnéis sin le gur féidir leis/léi cosc a chur ar theagmhas ar bith eile cosúil leis sin sa todhchaí

Maoin Phearsanta

Ní ghlacann an Bord Bainistíochta le freagracht ar bith maidir le maoin phearsanta ar bith a bhaineann le fostaí, a fhágtar ar an áitreabh. Tugtar comhairle láidir don fhoireann gan suimeanna móra airgid a thabhairt isteach chuig an ionad oibre.

Maoin na Scoile

Tá dualgas orainn uile meas a bheith againn ar threalamh uile na scoile a úsáidtear le linn ár gcuid fostaíochta, mar shampla, ríomhairí, ábhair, trealamh, printéirí. Breathnaítear ar mhí-úsáid nó mídhílsiú a leithéid trealaimh mar chion tromchúiseach agus is é an Bord Bainistíochta a dhéileálfadh leis faoin nós imeachta araíonachta.

Sonraí agus Faisnéis Phearsanta

I gcás éigeandála, ní mór don scoil a chinntiú go bhfuil sonraí cruinn an fhostaí ar an gcomhad leis an tagairt a éascú. Building Operator Statement of Service Objectives

The continual safety and security of young people, staff and all other project stakeholders, at all times, within the Schools are a key BAM FM concern. This document therefore describes how BAM FM in conjunction and in collaboration with key Authority and personnel at the School – will deliver the fire, emergency and evacuation management services in a manner specifically responding to the undivided needs of each school which will fully comply with the Authority’s Output Specification at Schedule 10.

BAM FM commits to producing, maintaining and implementing fire, emergency and evacuation management procedures in accordance with Law and insurance requirements.  Our solution will ensure:

  • we brief and train the building end user on the building
  • our personnel shall be briefed and trained to act as emergency co-ordinators who will manage the fire wardens’ operations and liaise with the fire and rescue service and any Relevant Authorities.

The Facility Manager at the school is responsible for displaying fire and emergency procedures at agreed locations and the on-site Caretakers are responsible for providing signs and keeping clear fire assembly points.

Overview of Fire Strategy

The building is designed so that there is adequate means of escape in case of fire within the building to a place of safety outside the building. The means of escape has been designed to be safely and effectively used by all occupants of the building at all material times.

Evacuation Strategy

The evacuation strategy is based on simultaneous evacuation of the occupants of the building via final exits from individual rooms and circulation routes discharging at lower ground and upper ground floor levels. The final exits and storey exits are located to allow occupants to reach an area of safety outside of the building within a specified code compliant travel distance. Please refer to appendix 2 for Fire strategy drawing for the lower ground and upper ground floor.

Active Systems

The building is fitted throughout with an automatic fire detection and alarm system of type L2 standard to IS 3218: 2009 ensuring that occupants are given early warning in the event of a fire.

Emergency lighting and exit signage is also provided throughout the building to ensure that exits and escape routes to them are clearly visible and illuminated to allow the safe movement of occupants from the building in the event of an emergency.

A basic smoke exhaust system is installed to address open connections between floors. This comprises of inlet air vents and exhaust vents, all of which operate on the activation of the automatic fire detection and alarm system.. Refer to Appendix 3.

Fire Procedures

The Facility Manager will liaise with the Fire Safety Manager to agree site procedures for implementing and monitoring fire drills and building evacuation procedures. The Facility Manager is responsible for maintaining and implementing the plan.  Fire drills are carried out every 6 months subject to approval from the schools’ representatives. 

All fire drills will be monitored and recorded to demonstrate compliance with agreed Authority procedures and efficient evacuation.  A summary will be included in the monthly report following a fire drill.

BAM FM agrees the fire drill programme with the Facility Fire Safety Manager at the beginning of each school year.  Fire drills will be carried out 10 minutes before the end of a lesson and never during exam period.  The aim is to effectively practice evacuation, whilst causing the minimum amount of disruption to education services.

Display Fire and Emergency Procedures

BAM FM is responsible for the display of fire and emergency procedures and will disseminate Fire and Emergency information on notice boards around key areas of each school building at agreed locations with the Authority. Refer to Appendix 01 for the Fire/Emergency Procedures.

Fire assembly points

BAM FM advises, and provides all relevant documentation and information to the Authority on all fire safety aspects of the building design prior to each Services Commencement Date. This includes all building elements,  and designed fire escape routes and fire assembly points.

Below is a snapshot of the designated fire assembly points at Coláiste Ailigh. Any changes to these assembly points will be updated on a drawing and a revision made to this plan.

Ensuring project information is up to date, secure and accessible to the appropriate parties

Detailed and up-to-date records of physical construction, layout and services within each school will be kept by the Facility Manager at each school.  Notices displaying fire exits etc will be displayed around the School.  Any other information will be made available upon request.

Fire drills are documented and findings summarised in the monthly report on a bi-annual basis.

Documents will be kept securely in hard copy within the Caretaker’s Office and backed up on BAM’s secure server.

Self-Monitoring Procedures

The Facility Manager is responsible for monitoring the Plan and updating it with any significant changes including contact details.  The Facility Manager is also responsible for communicating any changes.

BAM will conduct inspections of the plans at least twice per year, or whenever there are significant changes in the building e.g. small works change the building layout.  We will carry out statutory maintenance and inspections on the fire fighting appliances contained within the School.

Training

Fire wardens will be trained by a professional training company, a half day course, to provide full certification for each employee. The Fire Marshall/Wardens will receive training before taking up their appointments and thereafter attend refresher training in their roles and responsibilities every 3 years.

The names of the Fire Marshall and Fire Wardens will be posted on the Fire Alarm and Evacuation Procedures for each floor of the building and updated by the Facility Manager – as required.

APPENDIX 1 – FIRE/EMERGENCY EVACUATION PROCEDURE

Staffing and Responsibilities

Seosamh Mac Ceallabhuí, a senior member of the school staff, is the designated School Incident Controller. The deputy School Incident Controller is Micheál Ó Giobúin in the event of Seosamh Mac Ceallabhuí being away from the school.  The School Incident Controller is in charge of all pupils, school staff and school-based visitors throughout the emergency. It is the duty of the School Incident Controller (or their deputy) to liaise with BAM Facility Manager, Pádraig Coyle and inform the School’s Senior management Team of the status of the emergency as required by the circumstances.

BAM Facility Manager, Pádraig Coyle has overall responsibility for the evacuation of all the Contractor’s staff, sub-contractors and premise-based visitors throughout the emergency. Frank Ward will act as deputy to Pádraig Coyle in the event of Pádraig Coyle being away. The Facility Manager will be entirely responsible for the premise once all school pupils and staff have been evacuated.

A reliable means of communication – such as portable 2-way radios (or, in extremis, mobile phones) – must be established and maintained between the BAM Facility Manager and the School Incident Controller (or one or both of their deputies) throughout the emergency.

Practice Evacuation Drills

BAM will facilitate fire drills through co-ordination with the Building Safety Manager them at least twice each term. One drill will be held early in the school year to help familiarise new pupils and staff with the procedure. The procedure to be followed is described on the following pages. The aim is to practise safe, orderly evacuation so that panic will be minimised in the event of a real emergency.

The length of time taken for evacuation is to be measured as a means of monitoring its effectiveness. This will be the responsibility of the BAM Facility Manager, and may be included in his post-drill report. It should not lead to the drill being rushed which can cause accidents.

Fire / Emergency Evacuation Procedure for Coláiste Ailigh during full school use or extra curricular use

  In the event of anyone discovering a fire, however small, the alarm should be sounded by operating the nearest call-point. On hearing the alarm the School Incident Controller will meet with BAM management on the main stairs to collect a communication device.  
BAM FM Duties School Duties
On hearing the alarm, the Pádraig Coyle (and/or his Deputy Frank Ward) should ensure the safe evacuation of all BAM staff, sub-contractors and premise-based visitors to their designated assembly points   BAM staff other than the Facility Manager should proceed to their allocated assembly point (taking no personal possessions with them). Windows should be shut in each room where possible before it is left and the door must be closed behind the last person out.   The BAM Facility Manager should check that they have a reliable means of communication with the School Incident Controller. On hearing the alarm the School Incident Controller will meet with BAM management on the main stairs to collect a communication device.   The BAM Facility Manager should go to the main fire panel to locate the source of the alarm. If a fire is indicated (by automatic detectors), reported by another person or if it is not possible to tell whether or not there is a fire, the Fire Brigade must be summoned. This is the responsibility of the BAM Facility Manager   If safe to do so, the BAM Facility Manager should go to the area indicated by the alarm or report to investigate. ` They must not fight fires unless they are very small and can be tackled safely and quickly with available appliances, within the scope of their training. They must keep the School Incident Controller fully informed.   The BAM Facility Manager will liaise with the Fire Brigade on arrival, inform the School Incident Controller of their arrival and take further instructions from them. On hearing the alarm, teaching and other staff should assemble pupils at the exit door of each classroom and escort them to their designated assembly points (taking no personal possessions with them). Windows should be shut in each room where possible before it is left and the door must be closed behind the last person out (normally the teacher). In specialist rooms (laboratories, art rooms, food rooms and workshops) staff should turn off the electricity and gas supplies before leaving. Specialist non-teaching school staff (e.g. technicians) should briefly check that the specialist rooms in their immediate vicinity are empty and the gas and electricity supplies turned off, before joining the evacuation.   Teachers should supervise the movement of pupils to assembly points, to keep the evacuation moving in an ordered manner, without any rushing or pushing.   Copies of the most recent registers and visitors’ books must be taken to the assembly point, either in hard copy or electronic form as appropriate by Fire Safety Manager. This is to be facilitated with a designated school tablet or accessed from teachers phones.   The Fire wardens/marshals should remain at the assembly point to keep order and to keep other staff informed. On completing their class roll all Fire wardens and School Incident Controller will meet to ensure school roll is completed and Fire Safety Officer or Deputy are on site. Pupils and school visitors must be checked against the most recent registers and visitors’ books. Each teacher will take a roll of their class and inform School Incident Controller on their completion. Anyone unaccounted for must be reported to BAM FM manager immediately along with details of their last known whereabouts.   The School Incident Controller should act as a two-way information channel between BAM Facility Manager and the Senior Management Team.
On arrival of the fire brigade, the BAM Facility Manager must advise the Officer in Charge of utility services and hazardous areas, making use of Emergency Plan Drawings and lists of any hazardous substances held, including gas bottles, fuels, oils, paints, cleaning chemicals and laboratory chemicals. They should also inform the Fire Brigade of any disabled persons who may be waiting in refuge areas. The BAM Facility Manager must keep the School Incident Controller informed at all times. School staff must not fight fires unless they are very small and can be tackled safely and quickly with available appliances, and they have been trained in their use. In the event of a fire or other emergency before or after school or during lunch or break times, all teaching staff and pupils should move directly to their designated assembly points. School staff and pupils must be held at their assembly point until the School Incident Controller has been told that it is safe for them to re-enter the building. If an emergency evacuation takes place at the end of the school day, the School Incident Controller, or another member of the Senior Management Team working at their request, may need to inform drivers of school transport of the need to delay their journeys.
The BAM Facility Manager should require other Facilities staff to close down any services still live, only as directed by the Fire Brigade’s Officer in Charge. The BAM Facility Manager should silence and reset the alarm on instruction from the Fire Brigade. On the advice of the School Incident Controller, Senior Management Team (Fire Wardens) should be prepared to move pupils and staff to an alternative assembly point if it becomes clear that they are impeding the access or work of the Fire Brigade. This to be done on the advice of the BAM FM management.
The BAM Facility Manager will be responsible for informing the School Incident Controller when (and only when) the Fire Brigade have given the “All Clear” for the building to be reoccupied. The School Incident Controller may advise Senior Management to allow pupils and staff to reoccupy the building when (and only when) the “All Clear” has been received from the BAM Site Manager on the advice of the Fire Brigade.
BAM staff may re-enter the building and should check the areas for which they are responsible, including plant rooms, cleaners’ stores and kitchens. Teachers should supervise the movement of pupils into the building. Staff should briefly check the areas for which they are responsible for hazards arising from the incident.
BAM will write a report on the incident and submit it to the School Incident Controller, with details of any problems encountered and any recommendations for improvements. The School Incident Controller will bring the BAM FM report to the attention of Senior management Team for discussion and implementation of any recommended improvements.
Fire during school break.   In the event of an emergency evacuation during school break. Two supervising teachers will advise all students to evacuate the building through the nearest exit. One will clear the top corridor and the other the lower corridor. (all rooms will remain locked except those being used e.g. library)   Teachers in the staffroom will evacuate through the nearest exit and take the roll of their own class at the fire assembly area. This roll will be confirmed with attendance details from the office. This roll is to include “An leabhar glas” which is register of all students off campus during break.   Supervising teachers will assemble and check the roll of teachers that are either absent for the day or off campus at lunch time. Wardens will organise teachers to take roll for missing teachers and report findings to Fire Safety Officer.
Variation of Procedure for Planned Fire / Emergency Drills Procedures as above except that Fire Brigade will not be called and hence:
BAM FM School Duties
The BAM Facility Manager will be responsible for checking the completion of the evacuation and informing the School Incident Controller when the building can be reoccupied. The School Incident Controller will advise Senior Management to allow pupils and staff to reoccupy the building when the “All Clear” has been received from the BAM Site Manager.

Emergencies other than Fire

The procedures given above can be applied equally to all types of emergency evacuation, though the emergency services to be alerted will depend on the nature of the emergency:

  • Fire                              call Fire Brigade
  • Bomb warning              call Fire Brigade and Police (who will alert appropriate authorities)
  • Gas leaks                      call Fire Brigade and relevant Gas supplier
  • Flooding                       call Fire Brigade and water supplier
  • Electrical failures         call relevant Networks supplier only if applies to whole site.

However, in the event of the last two named above (flooding and electrical failure) BAM staff must enter all areas to check that electrical supplies have been turned off, throughout the building, before it is reoccupied. Failure to do so could give rise to the unexpected restarting of equipment or, in the event of flooding, dangerous contact of water with live supplies.
